Owner of J37C, KIKI, Albert Leon requested multiple versions of certificate. Inform owner that a boat may have both double-handed and regular certificates and that 1 change is allowed per year to each.

For the January meeting, handicappers are requested to identify any boats or groups of boats to be considered for review.

Spinnaker (symmetric, asymmetric on pole, asymmetric on sprit) measurement discussed to remove inconsistency in wording within Handicap Racing Program. PHRF Certificate will also need to be revised. On-going effort for winter.

Revalidation questionnaire needs to be reviewed and modified, handicappers are asked to consider addition questions, etc. to be included on this form.

The following guidelines are to be considered in defining a boat as a sportboat: A boat must meet any one of the criteria: (1) Displacement-Length Ratio less than 100. (2) Upwind Sail Area-Displacement Ratio greater than 30. (3) Downwind Sail Area-Displacement Ration greater than 75. (4) A sprit length greater than 50 percent of J. There can be exceptions, one way or the other, from these criteria at the discretion of the committee. (The PHRF certificate will need to be revised to identify a boat as a sportboat.)

The committee will investigate the establishment of distance ratings starting next year. The capability will be established to retain this rating on the database and display it on the certificate.

The next meeting will be on January 9, 2003, 8PM, at the Larchmont Yacht Club. The meeting was adjourned at 010:28 PM.

There will not be a meeting in December. - Happy Holidays!
