Other Business
Kerry Klingler has customers that are replacing their spinnaker poles with sprit poles mounted above deck. He asked what the rating breakpoints are for asymmetrics that correspond to the -3/-6/etc. breakpoints for spinnakers. Mort Weintraub appointed a committee consisting of Matt Berger, Lincoln Schoenberger and June Kendrick to investigate and report back.

Possible changes to PHRF Class rules were discussed. The changes considered were to allow water ballast, canting keels and power assist. The committee was not in favor of allowing these and voted to leave the current regulations as is. Note that individual race committees can include in their sailing instructions alterations to Racing Rules 51 and 52 (per Racing Rule 86.1(b)), thus allowing movable ballast and non-manual power.

Bill Baxter will investigate what other PHRF areas are doing about this at the US Sailing annual meeting.

The use of PBO rigging was discussed. The PHRF Regulations will state that changing standing rigging from metallic to synthetic must be reported to the committee, and the re-validation questionnaire will ask if any such change has been made.

The non-spinnaker ratings of sprit boats were discussed, as these boats give up a lot when they give up their asymms. George Samalot will review the database and determine which boats need non-spinnaker rating adjustments.

The text in the Handicap Racing Book that discusses the PHRF program, and the letter sent to the race committees will be modified to state that we will rate boats that do not necessarily meet all of the requirements of the Racing Rules, the Equipment Rules of Sailing, the YRA Equipment Recommendations or even the PHRF Regulations. When we are aware of how a boat does not meet the Racing Rules, we will so note it on the certificate.

The next meeting will be on January 11, 2006, 8PM, at the Larchmont Yacht Club. The meeting was adjourned at 21:27 PM.
