The following changes were made to base ratings for production boats during recent meetings.  Ratings for custom boats and guest ratings are not included in this list.

The meeting was called to order at 8:15 PM.

Bill Baxter discussed a new publication from US Sailing showing the PHRF Average ratings from the US Sailing PHRF Book. He had prepared an extract of ratings for common boats in our area that he handed out.

Bill also brought up the issue of how taut the lower lifelines are required to be. This is something that is not under the purview of the PHRF Committee, but will be passed on to the Handicap Racing Committee. They should verify whether the PHRF Regulations refer to the measurement method in the ORC regulations.

Other Business
A motion was made, seconded and carried to not in the Non-Spinnaker regulations that the spirit of non-spinnaker racing is that boats go downwind with the same sails they go upwind with, so any mizzen staysails are not allowed. Also, headsails must be flown attached to the headstay.

A question arose as to whether a boat rated for a roller furling 150 could fly a #3 and then hoist the 150, but not on the furler. A motion was made, seconded and carried that if a roller furler credit is given, the sail so rated must be used at all times. The roller furler credit needs to be documented in the regulations.

The re-validation questionnaire needs to be reviewed to make sure that it asks if any changes have been made to the gear for which cruising credit was given. A motion was made, seconded and carried to add the ISP measurement to the PHRF Certificate for next year and ask for it on the re-validation questionnaire.

Linc Schoenberger volunteered to analyze the crew weight credits that have been granted with a view to their consistency. June Kendrick will send him a spreadsheet of the boats with credits.

The next meeting will be on November 8, 2007, 8PM, at the Larchmont Yacht Club. The meeting was adjourned at 9:25 PM.
